Jamie Colvard (she/her) is the Director of State Policy at ZERO TO THREE where she leads the Policy Center’s efforts to support states in establishing coordinated, comprehensive systems and policies to meet the needs of infants, toddlers and their families.
In this role, she oversees state technical assistance projects and the development of resources and tools to support states. Jamie has served on the state policy team at ZERO TO THREE in a variety of roles for 12 years, providing technical assistance to policymakers, state agency staff, advocates and public-private groups in states. Her work has focused on issues such as home visiting, early childhood mental health, early care and education, paid family and medical leave, and cross-agency collaboration. Prior to joining ZERO TO THREE, Jamie worked on the program and policy staff at Grantmakers for Children, Youth & Families, and held several managerial positions with a regional law firm located in California. Jamie earned her M.P.P. from the McCourt School of Public Policy at Georgetown University and her B.A. from Linfield College. She is located in Portland, Oregon.
